Welcome to Tennessee Department of Transportation Civil Rights Division Disadvantaged Business Enterprise (DBE) Supportive Services Webpage. There's much to see here. So, take your time, look around, and learn all there is to know about the TDOT Supportive Services Program.
The Tennessee Department of Transportation (TDOT) Civil Rights Division contracted with Tyler Construction Engineers, P.C. (TYLER) to operate the TDOT Disadvantaged Business Enterprises Supportive Services (DBESS) and the Business Development Programs.
Under this new contract TYLER will provide management and technical assistance to support DBE firm capacity, business growth, and profitability. This assistance is provided at no cost to DBE firms. The benefit of DBEs participating in the activities of this program can help facilitate their development into viable, self-sufficient organizations capable of competing for, and performing on Federally-assisted highway projects.
The DBE Supportive Service Program offers a variety of workshops, networking sessions and one-on-one business assistance to firms on an appointment basis. All seminars, workshops and meetings are open to certified DBEs or small businesses firms seeking DBE certification, as well as to prime contractors doing business with TDOT.
We hope that you will take advantage of the many free events and opportunities that the TDOT DBE Supportive Services Program has to offer. Our goal is to transform and continuously improve our approach and programs to assist businesses like yours to overcome barriers to entry and to help your business grow and increase its revenue!

The Tennessee Department of Transportation (TDOT) also contracted with TYLER to develop and administer TDOT’s newest effort, the DBE Business Development Program, which will focus on Project-Based Business Education and Mentoring of DBE firm owners.
This is a voluntary program designed to evaluate and provide a structured process for DBE firm owners to receive firm-specific training and guidance to assist in their growth and competitiveness within the transportation construction industry. DBE firms, with specific offering in the civil, highway, bridge and infrastructure work areas will be assessed and provided consultative services by subject matter experts in civil construction, engineering, accounting, financial management, strategic marketing, human resources, and business management and a host of other opportunities to increase firm competitiveness in the construction industry.
DBE firm owners who are interested in this intensive Project-based Business Education & Mentoring Program must complete an Intake and Business Needs Assessment Form (required for all firms seeking program assistance) and must provide specific construction services, engineering-design, consultant, or a material supplier in the construction industry.
